If you watch the wheel wells of a car on the highway on a wet day, you can see the mist flying out of that part of the wheel well. If you vent the air there, then the air won't build pressure at the top of the wheel well, where it causes (very slight) lift. On a race car, the wheel wells are vented at the top (see the Millen race car for instance), to eliminate this lift. This behind-the-wheel location for the vent is less efficient, but still should work, and the bodywork is easier in this location for a street car.
